Quick Answer: How Does Deck Building Work?

Tughra: Seals of Empire has a deck builder in which you build your own deck for every empire, drawing from the 149 published card pool — units to promote, war machines to deploy, and abilities to shape the match — before choosing one of the empire's five seals. Because the same deck plays completely differently under a different seal, a deck is never finished until the seal is chosen; the two decisions are one decision.

Build the Tree First

A Tughra deck is a promotion tree, so the skeleton is rank structure: enough recruits to guarantee merges, enough mid-rank bodies to survive while you climb, and the empire's strongest card as the reason to climb at all. Everything else — burns, floods, walls, guns — is support for that skeleton. A deck with beautiful support and a broken tree loses to a deck with no support and a clean one.

  • Count your merge pairs: too few recruits starves the ladder, too many floods your early turns.
  • Match the top of the tree to your seal: the strongest card should be strongest under the ruler you picked.
  • Reserve a few slots for answers — every empire's kit has one card you cannot beat with bodies alone.

Empire Kits and What They Want

The published empire identities already tell you what each deck wants more of. Ottoman wants bodies worth converting and cannon for walls; Byzantium wants time, walls and one decisive burn; China wants cheap bodies and the flood; Persia wants replacements, elephants and Treasures; Austria wants a survivable opening into a full board worth binding. Until all 149 cards are documented, build toward the identity and trim what fights it.

When a card argues with your empire's identity, cut the card — the identity is the deck.
