Quick Answer: Which Seal Should You Pick?
Before launch, only the five signature seals are officially named β one per empire β and they are the natural starting picks: the Tughra for Ottoman, the Eagle for Byzantium, the Jade Seal for China, the Signet of the Shah for Persia, and the Double Seal for Austria. Each pairs cleanly with its empire's published identity. When the remaining twenty seals are revealed, the decision becomes plan-first: pick the seal that accelerates your deck's plan, and only deviate for a hard counter-pick.

Reading a Seal Before the Meta Exists
At launch there will be no settled seal tier list β and this guide will not invent one. The honest evaluation framework is: a seal is strong when it fixes your deck's weakest turn. Aggressive decks lose on the turn they run out of cards; control decks lose on the turn before their engine comes online; economy decks lose the turn they fall behind on Treasures. Whichever seal patches that specific turn is, provisionally, your best seal.
Seal Swaps Are Free Practice
Because a seal is chosen per match and the deck stays the same, swapping seals is the cheapest experiment in the game: same cards, different ruler. When you lose a match, change exactly one thing β the seal β and play the same rival again. The Book of Conquest records your attempts anyway; you may as well learn something each time.
