A seal is the ruler's power you can use every turn. Before every match in Tughra: Seals of Empire you choose one of your empire's five seals โ 25 exist across the five empires โ and the same deck plays completely differently under a different seal. Officially, the five signature seals are the Ottoman Tughra, the Byzantine Eagle, the Jade Seal of China, the Signet of the Shah, and the Double Seal of Austria. Seals are chosen per match, not per campaign, so in the Bo1 tournament you can re-pick for every rival.

How Seal Choice Changes a Deck
The official framing is exact: "The same deck plays completely differently under a different seal." That makes the seal your first and cheapest strategic decision โ before mulligans, before Treasure spending, before any card is played. A promotion-heavy Ottoman deck under one seal may want to climb fast; under another it may want to protect the tree and grind. Until the full list is published, evaluate every seal against your deck's plan: does it accelerate the plan, protect the plan, or change the plan?
- Aggro plans want seals that sustain pressure or refill after clears.
- Control plans want seals that gain value over many turns.
- Economy plans (Persia especially) want seals that compound Treasures.
Seals vs Cards vs Treasures
Three systems overlap in every match, and keeping them straight is the beginner's first job. Cards are what you deploy โ the 149 units, war machines and abilities of the five empires. Treasures are the resource โ promotions cost them, and the official promotion example prices a captain at a single Treasure. Seals are the ruler's repeatable power โ the once-per-turn lever that steers the other two. A deck is a promotion tree; a seal is how you argue for it.
